perf: lazy evaluate more modules (#41354)
In this PR, I'm inlining the require for some of the modules that I
noticed take a bit of time to evaluate on a cold boot and are not needed
most of the time.

With this, it's an extra ~15ms win on cold boots (tested locally) and we
are now at around 68ms (started from 110+).

Improve types for <Image /> and responseLimit (#40863)
Currently, a developer building a website using Next.js could write this
code with no type errors:

```tsx
<Image
  width="kangaroo"
  height="100px"
  quality="medium"
  {...rest}
/>
```

This PR adds stricter type checking, which will catch this type of error
earlier.

Similarly, this PR adds stricter types for the `responseLimit`, to
ensure the types align to:
https://nextjs.org/docs/messages/api-routes-response-size-limit

Ensure path can be specified for clearPreviewData (#40238)
As updated in https://github.com/vercel/next.js/pull/38313 this ensures the `path` option can also be passed to `clearPreviewData` to properly clear the preview cookies.

Rewrite ETag generate function with `fnv1a` hash.

FNV hashes are designed to be fast while maintaining a low collision rate. The FNV speed allows one to quickly hash lots of data while maintaining a reasonable collision rate (https://softwareengineering.stackexchange.com/questions/49550/which-hashing-algorithm-is-best-for-uniqueness-and-speed/145633).

[fastify-etag](https://github.com/fastify/fastify-etag) also uses `fnv1a` algorithm by default.

cc @shuding: Should `experimental-edge` also switch to `fnv1a` for ETag, for consistency?

fix NextApiRequestCookies and NextApiRequestQuery types (#25532)
Hello! Thanks for making next.js so great.

## Bug

Right now, these types give false confidence. These `key`s are treated as though [a value is defined for _every_ string](https://dev.to/sarioglu/avoiding-unintended-undefined-values-while-using-typescript-record-4igo). However, given an arbitrary request, a particular cookie or query param could be `undefined`.

For example, when building an `/api` endpoint, the code might look like this:

```ts
import type { NextApiRequest, NextApiResponse } from "next"

export default function handler(req: NextApiRequest, res: NextApiResponse) {
  // According to the old types, `value` is a string
  const value = req.cookies.value

  // Type-checking passes but leads to a runtime error when no `value` cookie is provided in the request
  //   Uncaught TypeError: Cannot read property 'toLowerCase' of undefined
  value.toLowerCause()

  // ...
}
```

By using `Partial`, TypeScript now knows that these objects don't have values defined for every `key` and accessing a given `key` might resolve to `undefined`.

The only obvious error this caused within this repo was on line 333 of the same file. For better or worse, I ended up casting that cookie value to a `string`. There's a series of `if` statements before it that, I guess, are guaranteeing that it's truly a string. Potentially, that stretch could be refactored such that TypeScript _knows_ it's a string.

Also, I tried to follow the contributing guidelines. However, running `yarn types` kicked out a bunch of errors about overwriting files:

Add API config to allow disabling response size warning (#34700)
Adds an API config option that disables warning a user when their API response body is over 4 megs. This has been added for users who'd like to stream larger amounts of data from their API acknowledging the drawbacks. This config mirrors the existing [`externalResolver` config](https://nextjs.org/docs/api-routes/api-middlewares#custom-config).

Optimize the web server size (#34242)
Related to #34185, this PR reduces the size of chunk that contains web-server.ts from 1.14mb to 210.8kb, by splitting base-http and api-utils into different environments.

Only affected thing is we can't have SSG preview mode for the web runtime via `getStaticProps`.
