BREAKING CHANGE: Enable newNextLinkBehavior (#41459)
- Enable newNextLinkBehavior. See #36436 
- Run next/link codemod on test suite

Note that from when this lands on apps trying canary will need to run
the new-link codemod in order to upgrade.
Ideally we have to detect `<a>` while rendering the new link and warn
for it.

Fixes #37981.

When handling the legacy link behavior on the current version of Next.js, it only wraps single string child in `<a>` tag. The PR fixes the issue by also wrap single number child in `<a>` tag, too.

Migrate head side effects to hooks (#37526)
* rewrite head side effects component in hooks
* remove mapping from element to children in head manager since they're already the children of `<Head>`

When move `SideEffect` to hooks, the effects scheduling is earlier than life cycle. We're leverage layout effects and effects at the same time, always cache the latest head updating function in head manager in layout effects, and flush them in the effects. This could help get rid of the promises delaying approach in head manager.

Merge multiple log statements (#35310)
* Merge multiple log statements

It is inefficient to use multiple console.log satements, and if something is logged to the console in the middle of execution, it will be in the center of the text, making it hard to read.
This pull request merges multiple console.logs into one.

In addition, it reduces the bundle size.

Closes #33084

The issue is caused by the `isLocalURL` function only checks if a URL starts with `/`, `#` or `?`. So a URL that starts with `.` will not be considered a "local URL". The PR fixes that by introducing a new util function `isAbsoluteUrl` that is fully compliant with [RFC3986](https://tools.ietf.org/html/rfc3986#section-4.3).

Allow scroll prevention on hash change (#31921)
* Allow scroll prevention on hash change

Currently, `scrollToHash` is performed on every hash change, even when this change is caused by `<Link scroll={false} {...props} />`.
This change prevents scrolling in this case and allows users to specify the desired scrolling behavior in the router's `hashChangeComplete` event.

Require component rendered as child of Link to pass event to onClick handler (#27723)
Currently, if you render `next/link` like

```ts
<Link>
  <CustomComponent />
</Link>
```

and have 

```tsx
interface Props {
  onClick?: () => void; // <— note we're not passing event as an argument
}

function CustomComponent({ onClick }: Props) {
  return <div onClick={() => onClick?.()}>Hello</div>
}
```

It'll result in error

```
link.js?f421:21 Uncaught TypeError: Cannot read property 'defaultPrevented' of undefined
```

Fix detection of anchor click events inside svg (#23272)
## Bug

The `nodeName` of an anchor inside an SVG equals the lowercase `a` instead of the html anchor's uppercase `A`.
This behavior can be seen in this plain js demo: https://jsfiddle.net/L2p8f4ve/28/

Do not warn when application/ld+json scripts are used with next/head (#34021)
In #33968, a warning was added for script tags inserted through the
next/head component. This change unintentionally included
application/ld+json scripts, which shouldn't be triggering the
warnings (as they were originally intended to catch scripts where
loading order or timing could be important). This change adds an
exception for application/ld+json scripts, so they do not log the
warning if they are included through next/head.

This commit adds a development mode warning in the console
if you try to include <link rel="stylesheet"> tags in
next/head, e.g.

```

The warning message explains that this pattern will not
work well with Suspense/streaming and recommends using a
custom Document component instead.

Warn in dev mode when script tags are added with next/head (#33968)
This commit adds a development mode warning in the console
if you try to include <script> tags in next/head, e.g.

  <script async src="..." />
</Head>
```

The warning message explains that this pattern will not
work well with Suspense/streaming and recommends using the
next/script component instead.

fix(Link): Do not ignore onMouseEnter prop with absolute href (#32012)
Fixes #22733

Regardless of whether it's recommended that Link be used with external href values or not, they can be used and `onMouseEnter` being swallowed with an external href value is unexpected behavior.

Use recommended pattern in testing example (#28404)
* Use recommended pattern in testing example

Since the official linter for testing library, `eslint-plugin-testing-library` recommends using `screen` to write queries, this MR updates the testing library example to follow the pattern recommended by the linter.

> DOM Testing Library (and other Testing Library frameworks built on top of it) exports a screen object which has every query (and a debug method). This works better with autocomplete and makes each test a little simpler to write and maintain.

> This rule aims to force writing tests using built-in queries directly from screen object rather than destructuring them from render result. Given the screen component does not expose utility methods such as rerender() or the container property, it is correct to use the render returned value in those scenarios.

Correct statusCode when visiting _error directly (#26610)
This fixes non-stop reloading when visiting `_error` directly in development caused by the `statusCode` being 200 unexpectedly while HMR returns the page as `invalid` which triggers `on-demand-entries` to reload the page.

fix(next/head): assign bool attrs to match server (#20748)
This pull request correctly assigns boolean attributes for `<script />` to match the element as it is created by a server-side render.

Prior to this pull request, we'd double-execute `<script>` tags with the `async`, `defer`, or `nomodule` property.

Don't dedupe meta tags with the same name but unique keys (#17099)
Currently there is no way to add multiple meta tags with the same name attribute to the head of a page. This PR modifies the Head component to allow multiple meta tags with the same name if they have unique keys. 

This is important for integrating with certain services like Google Scholar and Swiftype.

fix(router): consistent scroll behavior for Link/Router#push (#20606)
This pull request makes `Router#push` and `Router#replace` function identically to `<Link />`, i.e. reset scroll when the new render is complete.

Users can opt out of this new behavior via:
```tsx
const path = '/my-page'
router.push(path, path, { scroll: false })
```

fix(next/link): reset scroll before lifecycles (#20595)
This moves the scroll reset behavior to happen synchronously with the DOM commit, instead of a few ticks after the render completes.

This is necessary for components that read scroll state on mount.

Fix empty title in head (#17430)
This handles the case where the children on a head element are undefined and not a string or an array of strings. This doesn't currently handle sub-children on head elements so additional handling will be needed if this is a feature we would like to support although can be discussed/investigated separately from this fix.
