This PR adds a new `experimental.enableUndici` option to let the
developer switch from `next-fetch` to `undici` as the underlying
polyfill for `fetch` in Node.js.
In the current implementation, Next.js makes sure that `fetch` is always
available by using `node-fetch`. However, we do not polyfill in Node.js
18+, since those versions come with their own `fetch` implementation
already, built-in.
Node.js 18+ uses `undici` under the hood, so letting the developer use
`undici` earlier could make the migration easier later on.
Eventually, we hope to be able to stop polyfilling `fetch` in an
upcoming major version of Next.js, shipping less code.

Typescript published 4.8.2 today and it fails CI, bump our typescript version to 4.8.2 and tweak some typings to make existing e2e typescript tests work properly
* Bump web-vitals from 3.0.0-beta to 3.0.0 stable for typing fix (there's an undefined type but it wasn't caught by ts 4.7), also force compiled it as CJS for pre-compiled
* Bump ncc to 3.34.0 for ts-loader compatibility for new typescript version, ncc 3.33.x cannot work with ts 4.8
* Update pre-compiled

This PR upgrades `jest-worker` and `jest-cli` to the latest pre-release version, also removed `jest-circus` which is included in Jest by default. `jest-worker@next` includes a fix for memory leak that we need (https://github.com/facebook/jest/pull/11187).
Fixes#22925. This will also improve the OOM issue for `next dev` #15855.
This upgrades to ncc@0.25.0 and fixes the previous bugs including:
* ncc not referenced correctly in build
* Babel type errors
* node-fetch, etag, chalk and raw-body dependencies not building with ncc - these have been "un-ncc'd" for now. As they are relatively small dependencies, this doesn't seem too much of an issue and we can follow up in the tracking ncc issue at https://github.com/vercel/ncc/issues/612.
* `yarn dev` issues
Took a lot of bisecting, but the overall diff isn't too bad here in the end.
This updates to the latest ncc@0.24.1 release.
Initially I thought chalk needed to be removed to make this work, but it turns out it was a caching issue.
I've also added a cache clear to the rebuild command to avoid these issues hopefully in future.
Looks like `caniuse-lite` is out of date and causing test failures.
- I upgraded both `browserslist` and `caniuse-lite` to latest semver compatible version.
- This seemed to cause changes in ncc compiled files, so recompiled.
- `lint-staged` failed on these files even though they should be ignored. As a fix, I applied the advice from https://github.com/okonet/lint-staged#how-can-i-ignore-files-from-eslintignore-
- Updated some test snapshots. 🤔 not sure this is the way to go
