NEXT-66966 fix title inconsistency with unstable_ functions in Docs (#66967)
add (Experimental) to title for `unstable_rethrow` to match all other
`unstable_` functions

## For Maintainers

`unstable_rethrow` has a different title scheme compared to all other
`unstable_` functions this is just a quick fix for this since it was
bugging me.

Details for Turbopack loaders. (#62300)
### What?

Bringing Turbopack for Next.js documentation from `turbo.build` to
`nextjs.org/docs`.

> Note: After this PR lands, there will be a subsequent PR to
`vercel/turbo` to remove these docs from `turbo.build` and redirect
here.

### Why?

Previously, this documentation was on `turbo.build`. This was confusing
because these docs weren't specific to Next.js. Rather, they are for
Next.js developers who want to configure their bundler (which happens to
be Turbopack under the hood).

We had seen a number of times that folks were unable to find loader and
configuration support for the their Next.js + Turbopack applications so
this PR should help surface that information better where folks are
looking for it.

Remove wasm target (#57437)
This PR removes the wasm target for the next-swc build for the next major version.  The main motivation is that Turbopack does not support targeting wasm yet, and it would be a significant amount of work to add. We plan to make Turbopack the default zero-config experience in a minor version, possibly before we are able to support a wasm target, so we need to make this breaking change now. We also plan to make more improvements to the webpack experience with shared Rust code, which we have so far been blocked from implementing because of the current wasm restrictions. We would like to support a wasm target again in the future, but cannot say at this time when that would be.

feat: drop Node.js 16 (#56896)
### What?

BREAKING CHANGE: Bump the minimum required Node.js version.

### Why?

Node.js 16 has reached end-of-life in September.

Bumped to `18.18.2` since it contained some security-related patches: https://nodejs.org/en/blog/vulnerability/october-2023-security-releases

### How?

Bumped `engines` where needed, upgraded the workflows.

This will allow us to remove quite a few polyfills, I'll open separate PRs for those.

add tip for case sensitivity of imports (#55662)
While an import may work on initial load, fast refresh fails, and also this can also cause issues when trying to deploy your project to Vercel, resulting in your component not being found.

This could save people time when they run into this issue, and I wish this small nuance, would've been in the docs.

Updates Mozilla links to not include language preference (#55326)
Internal suggestion to remove `en-US` from Mozilla urls since MDN is
available in multiple languages nowadays it will automatically redirect
to the viewer’s language preference.

fix(next): clarify fetch polyfill, drop node-fetch (#53548)
### What?

Fix documentation about `fetch` polyfilling, and drop `node-fetch` references.

### Why?

Since we stopped using `node-fetch` in `next` in favor of `undici` there were some inconsistencies in the docs, and unused references to the `node-fetch` package inside `packages/next`-

[Docs] Remove html <b> from summaries (#51008)
This PR removes manual HTML `<b>` tags in `<details><summary>...` titles. They are unnecessary because we add bold styling in CSS.

Also did a tiny fix to some other unnecessary inline HTML.
