Skip test/integration development tests during Turbopack build test run (#63671)
## What?

Follow-up to #63665.

Ensures development tests are skipped during the production build run
for Turbopack (i.e. used to create the turbopack-build-tests-manifest).

Adds `pnpm test-dev-turbo` and `pnpm test-start-turbo` (and their
`testonly` equivalent) for running tests.

Redesign nextjs logging (#54713)
The current logging styles has been existed for a while, this PR gives a fresh impression for the logging output from Next.js.
We want to achieve few new goals that makes the output clean, modernized, sweet 🍫 .

Few goals are addressed with this redesign:

## Refresh Impression & Simplification

The new design of logging is much more information centralized and streamlined.

* Given a `ready` message at the begining when compilers are bootstrapped.
* Only show `compiled` event with green check mark indicating succesful compilation, this will merge the unclear `compiling` event which shows `(client and server)` before, now tell you the route compilation info in one line.

feat(next): Support has match and locale option on middleware config (#39257)
## Feature

As the title, support `has` match, `local` that works the same with the `rewrites` and `redirects` of next.config.js on middleware config. With this PR, you can write the config like the following:

```js
export const config = {
  matcher: [
    "/foo",
    { source: "/bar" },
    {
      source: "/baz",
      has: [
        {
          type: 'header',
          key: 'x-my-header',
          value: 'my-value',
        }
      ]
    },
    {
      source: "/en/asdf",
      locale: false,
     },
  ]
}
```

Ensure has segments are allowed in destination (#23588)
This ensures we gather segments from the experimental has field when validating segments used in the destination to prevent the invalid segments in the destination error from showing incorrectly. This usage has been added to the custom-routes test suite to ensure the segments are passed correctly from the has field.
