### What?
When navigating to a new page with fixed or sticky positioned element as the first element, we were bailing on scroll to top behavior, which often isn't expected.
### Why?
Currently, we decide to bail on scroll to top behavior on navigation if the content that is swapped into view is visible within the viewport. Since fixed/sticky positioned elements are often intended to be relative to the current viewport, it's most likely not the case that you'd want it to be considered in this heuristic. For example, if you were scrolled far down on a page, and you navigated to a page that makes use of a sticky header, you would not be scrolled to the top of the page because that sticky header is technically visible within the viewport.
### How?
I've updated the previous implementation that was intended to skip targeting invisible elements to also skip over fixed or sticky elements. This should help by falling back to the next level of the layout tree to determine which element to scroll to.
I've deleted the `// TODO-APP` comments as I couldn't think of a scenario in which we'd need a global scrollTop handler -- if we've bailed on every element up the tree, it's likely the page wasn't scrollable.
Some additional considerations:
- Is the warning helpful or annoying?
- Is the parallel route trade-off an acceptable one? (ie, a parallel modal slot might not be considered in the content visibility check unless if it’s fixed positioned)

### What
Support `scroll={false}` for Link component in app router. This can be
used when you don't need to scroll back to top again when route url
changes. For instance hash query changes, if you want to keep the
scrolling as it is, you can use this option.

## What?
Removes `experimental.appDir` this was leftover from when I flipped the
switch.
Kept the config file as in the future we might add future flags and
such. It also helps that it has the types comment included so you always
get types.

### What?
Whenever you navigated and a page suspended through `loading` or an error happened caught by `error` in the first level of segments (e.g. `/dashboard` but not `/dashboard/settings`) scroll would not be applied. This happened because the focus and scroll handling component is rendered as part of `InnerLayoutRouter` and the Suspense / Error boundary was rendered **around** `InnerLayoutRouter`. This behavior is incorrect as we still want to immediately scroll to the place where the loading is rendered.
This PR fixes the behavior by allowing the scroll to apply to loading / error too.
### How?
Moved the scrolling component around the loading/error/innerlayout boundary and added tests.
### What?
Mux reported they're experiencing a specific case where scroll wasn't
applied. I've found a bug when the first element in a layout or page,
the one that React will return from `findDOMNode`, is display: hidden.
At that point the rect is is `0` `0` `0` `0` and the current logic
assumes that means it's in the viewport as it's top `0`.
In order to fix this I've looked at a few ways:
- Scrolling to top when the element is not visible
- Scrolling to the parent element that is visible
- **Scrolling to the closest sibling (nextSibling) of the element that
is visible**
Eventually I landed on the third option after looking at the Mux case,
my reproduction, and the way vercel.com's pages leveraging App Router
are structured.
### How?
Used a while loop to check if the domNode is visible, if not we continue
to the next sibling until one that is visible is found. If none are
found we bail on resolving further.
While looking into this it highlighted that we should add a global
scroll handler in app-router too for the case where none of the
layout-routers apply scroll. With this fix that is less urgent though so
I've added a todo.

serverPatchReducer and refreshReducer.

- Add support for scrolling to the sides and down when navigating
- Add tests for vertical scrolling
- Add tests for horizontal scrolling
- Add tests for `router.refresh()`
- should not scroll by itself
- should not block router.push from scrolling
- should not scroll when page refreshed using fash refresh
- Scroll to the top of document if that gets page into viewport
- I didn't want to implement some heuristics on if we can scroll to the top of the page so I just scroll there and check.
- This implementation may not play well with some nested scrollable containers (but that never worked, just FYI)
- Improved typings on `BrowserInterface` a little - backward compatible change.
