use a function expression to access arguments binding (#43987)
arrow function was trying to use arguments binding but wanted arguments
of the lambda not the nearest normal function. The narrowest change is
to convert to function expression. We could also use varargs rest syntax
since this runs in runtimes that should all support that I think. I
don't think it really matters though.

Use proxy to ensure Flight is referencing to the latest module during development (#43823)
As @timneutkens pointed out [here](https://github.com/vercel/next.js/pull/43819#discussion_r1042408158), changing the key will make Flight's module cache grow indefinitely. While I've thought about updating Flight's logic to clean the cache at some point, but that's tricky to do correctly as everything is asynchronous and we have to trigger clean up from outside (Webpack).

So currently, a better way I can think of is to just give Flight a proxied object as `moduleExports`. Even if Flight is getting the same object from cache, it will always require the latest module from Webpack.

Implement loadable with lazy and suspense for next dynamic (#42589)
### Summary

Migrate `next/dynamic` to implementation based on `React.lazy` and
`Suspense`. Then it becomes easier to migrate the existing code in pages
to layouts. Then we can support both `ssr` and `loading` option for
`next/dynamic`.

For `loading` option, it will work like `Suspense`'s `fallback` property

```js
<Suspense fallback={loading}>
  <DynamicComponent />
 </Suspense>
```

For `ssr` option, by default `React.lazy` supports SSR, but we'll
disable the `ssr: false` case for dynamic import in server components
since there's no client side involved.

Then we don't need `suspense` option anymore as react >= 18 is always
required. Mark it as deprecated.

It also supports to load client component dynamically in server
components now.

#### Code code changes
* switch loadable component to `lazy` + `Suspense`
* will make sure it's retuning a module from `loader()` to
`loader().then(mod => ({ default: mod.default || mod }))` since `lazy()`
only accepts loader returning a module
* Inside suspense boundary, throwing an error for ssr: false, catch the
error on server and client side and ignore it.
* Ignore options like ssr: false for server components since they're on
server, doesn't make sense
* Remove legacy dynamic related transform
#### Feature changes
* `next/dynamic` will work in the same way across the board (appDir and
pages)
* For the throwing error, will make it become a API that throws error
later in the future, so users can customize more with `Suspense`
* You can load client components now in server components with dynamic.
Resolves #43147

#### Tests
* existing dynamic tests all work
* add case: import client component and load through next/dynamic in
server components

Add gSP and gSSP checks for both server and client layers in the SWC transform (#43391)
We currently have these as a build runtime check. This PR ensures that
it happens during the SWC compilation time, and applies to both server
and client entries.

Remove the timestamp query for CSS resources (#43185)
As discussed [here](https://vercel.slack.com/archives/C035J346QQL/p1668425692084449), we don't need the timestamp for CSS resources in the app dir for now as we are not preloading them. Manually tested with Safari and added corresponding e2e tests.

Closes #42862.

Remove unnecessary async function when preloading async components (#42957)
The fix in #42793 added an unnecessary step by returning a new async function when the result is a promise. We only have to make sure we don't get an unhandledRejection error if the promise rejects, React takes care of getting the data from the promise.

Use import to load page and layout (#42325)

* Use eager `import()` to load page/layout to avoid esm module resolution error, eager is to make sure all the sub resources like css are also included
* Fix layer detection, should use `module.layer` directly since `module.resourceResolveData` is not alway presented. It lost when switching from `require()` to `import()` for page/layout component

Colocate styles with special entries (#42506)

Ensure edge runtime doesn't propagate cache on fetch as Cloudflare doesn't support it. (#42362)
Ensures `cache` property is removed. We'll want to move this handling
into the `edge-runtime` package though.

Remove react root condition and always use concurrent mode (#42141)
Removing the `hasReactRoot` condition and `__NEXT_REACT_ROOT` env var since next 13 requires latest react 18 to be installed, all the react 17 (non concurrent mode) compatible code can be dropped now.

Dont apply existing externals path changing to rsc layers (#41744)
We have existing rule for pages ssr that `next/dist/server` and
`next/dist/shared` will not be bundled, but we shouldn't apply it to rsc
layers since the they should bundle the dependencies in their own way.

Adding a test that using `next/head` in the page, since head is exported
from `next/dist/shared`, expect the page is not broken but we don't

Fix static generation and crawler requests (#41735)
Right now the SSG condition is determined _only_ based on
`supportsDynamicHTML`. However that `supportsDynamicHTML` flag can be
affected by bots too.

Here we exclude the `isBot` condition from the SSG flag, and set proper
status and meta tags for static HTML requests (and/or 404 cases).

Bundle ssr client layer excepts react externals (#41606)
Bundle the ssr client layer for RSC, this solves the problem when
there's an esm package is using on client components, but esm imports
the installed react instead of the built-in react version since esm
imports is not intercepted by require hook.

After bundling the ssr client layer and treating react as externals, now
react compiles as cjs externals and could be intercepted by require
hook, other code are bundled together which can also get optimized.

Prebundle react for appDir (#41337)
Inline a react and react-dom for app dir, when `appDir` flag is enabled
opt into the built-in version for all.

For server layer react, use the react share subset for server
components.
For all server side of react-dom usage, use the server-rendering-stub.

Fix app sc_client componet HMR server-side (#41510)

Avoid using the CSS href as the link tag key (#41493)
There is no need to use the href as key in our case because it's pure
during SSR and it won't re-order on the client. By using `index` we can
avoid some duplicate bytes here:

perf(#41392): improve cache busting inject performance (#41443)
The PR continues from #41392.

In #41392 the `dev ? cache-busting : empty` is executed per stylesheet instead of per page rendering. Since rendering link tags would be a hot path at the server, it might have accidentally introduced a performance overhead. The PR fixes that.

Note, this change also makes `Date.now()` only execute once instead of per stylesheets, however, this will most likely not cause any issues.

perf: lazy eval headers from the requestStore (#41353)
The `ReadOnlyHeaders` class extends the `Headers` class that is provided
via a polyfill. This incurs some costs the first time it's created
because we need to load that polyfill. This saves approximately 10ms on
my machine on a cold request.

This is only useful when a user does not access headers during the
request of course and when the runtime does not support fetch naitvely.
