These are all related to `swcLoader`:
- Fixes commonjs code being output as ESM
- Fixes bug with `getServerSideProps` not getting querystrings and added tests for it
- Disable SWC on Babel test suites
- Disable SWC on no-anon-default-export test suite
- Disable SWC on page-config test suite (pending porting of the Babel plugin)
- Ensure `sourcesContent` is part of the sourcemap

Fixes an issue where "env" would be ignored and would crash if there was no top level "presets". Also found that webpack did not invalidate the cache on changes to the babel config, so I also fixed that.
This uses the "Expand directories" feature introduces in Prettier 2.0 to automatically format all supported file types.
Also, I fixed some badly formatted files.
