Deprecate nested Middleware in favor of root middleware (#36772)
This PR deprecates declaring a middleware under `pages` in favour of the project root naming it after `middleware` instead of `_middleware`. This is in the context of having a simpler execution model for middleware and also ships some refactor work. There is a ton of a code to be simplified after this deprecation but I think it is best to do it progressively.

With this PR, when in development, we will **fail** whenever we find a nested middleware but we do **not** include it in the compiler so if the project is using it, it will no longer work. For production we will **fail** too so it will not be possible to build and deploy a deprecated middleware. The error points to a page that should also be reviewed as part of **documentation**.

Aside from the deprecation, this migrates all middleware tests to work with a single middleware. It also splits tests into multiple folders to make them easier to isolate and work with. Finally it ships some small code refactor and simplifications.

Update lockfile patching for different versions (#36959)
This ensures different lockfile versions are handled and we skip patching when the version isn't supported. This also adds an env variable to allow skipping this check if desired.

## Documentation
There are three Trusted Types violations that are fixed in this PR:
### 1. ban-element-innerhtml-assignments: maintain--tab-focus.ts
The innerHTML assignment here is unsafe as a string is being used that could contain an XSS attack. The solution chosen was to replace the string containing HTML with programmatically-created DOM elements. This removes the Trusted Types violation as there is no longer a string passed in that can contain an XSS attack.

Notes on solution:
-  The `<svg>` tag is omitted completely since the original snippet returns fragment.firstChild.firstChild. The first firstChild omits the `<div>`, and the second firstChild omits the `<svg>`, so to remove unnecessary code the created elements start at the foreignObject level.
-  The reason createElementNS is used instead of createElement is because the ‘foreignObject’ element is a separate namespace from the default HTML elements. The documentation for this command is found [here](https://developer.mozilla.org/en-US/docs/Web/API/Document/createElementNS).

The code was tested to be equivalent by rendering both the original code and the re-written code in a browser to see if they evaluate to the same thing in the DOM. The DOM elements styles were then compared to ensure that they were identical.

### 2. ban-window-stringfunctiondef: packages/next/lib/recursive-delete.ts
The setTimeout function caused a Trusted Types violation because if a string is passed in as the callback, XSS can occur. The solution to this problem is to ensure that only function callbacks can be passed to setTimeout. There is only one call to the sleep function and it does not involve a string callback, so this can be enforced without breaking the application logic. In the process of doing this, promisify has been removed and the promise has been created explicitly.

The code was tested in a sample application to ensure it behaved as expected.

### 3. ban-window-stringfunctiondef: packages/next/client/dev/fouc.ts
This file also uses setTimeout, so the call was wrapped in a `safeSetTimeout` call that specifies that the callback argument is not a string.

Add falling back to wasm swc build on native load failure (#36612)
Follow-up to https://github.com/vercel/next.js/pull/36527 this adds falling back to the wasm swc build when loading the native bindings fails so that we don't block the build on the native dependency being available.  

This continues off of https://github.com/vercel/next.js/pull/33496 but does not add a postinstall script yet and only downloads the fallback when the native dependency fails to load.

Tweak lockfile patching to be eager (#36549)
This is a follow-up to https://github.com/vercel/next.js/pull/36527 to make sure we eagerly patch the lockfile as the correct swc dependency will be present if the platform matches so the load failure isn't hit which is where we were previously patching the lockfile. This is done in the background so does not block compilation. This also removes some extra logs that aren't necessary.

Add .eslintrc.cjs to list of supported next lint config files (#35440)
The logic for finding a user's custom `.eslintrc` config file is missing a check for `.eslintrc.cjs`, which is listed as one of the valid filenames in ESLint's docs:

https://eslint.org/docs/user-guide/configuring/configuration-files#configuration-file-formats

...so this PR makes `next lint`'s list of possible config files consistent with ESLint's.

I stumbled upon this when trying to rename my own config file, since I've pretty much moved completely to ESM by now... but [ESLint doesn't support modules yet](https://github.com/eslint/eslint/issues/14137#issuecomment-785421664), so renaming the file to `.cjs` just keeps things cleaner (and VS Code happier). This is my first PR here so even though I've only changed a couple of lines, please let me know if I'm overlooking something! 😊

Adds web worker support to <Script /> using Partytown (#34244)
## Summary

This PR adds a new `worker` strategy to the `<Script />` component that automatically relocates and executes the script in a web worker.

```jsx
<Script 
  strategy="worker"
  ...
/>
```

[Partytown](https://partytown.builder.io/) is used under the hood to provide this functionality.

## Behavior

- This will land as an experimental feature and will only work behind an opt-in flag in `next.config.js`:

  ```js
  experimental: {
    nextScriptWorkers: true
  }
  ```

- This setup use a similar approach to how ESLint and Typescript is used in Next.js by showing an error to the user to install the dependency locally themselves if they've enabled the experimental `nextScriptWorkers` flag.

- For Partytown to work, a number of static files must be served directly from the site (see [docs](https://partytown.builder.io/copy-library-files)). Implement web server as the request handler for edge SSR (#33635)
(#31506 for context)

This PR implements the minimum viable web server on top of the Next.js base server, and integrates it into our middleware (edge) SSR runtime to handle all the requests.

This also addresses problems like missing dynamic routes support in our current handler.

Note that this is the initial implementation with the assumption that the web server is running under minimal mode. Also later we can refactor the `__server_context` environment to properly passing the context via the constructor or methods.

Pre-compile more dependencies (#32742)
This ncc's some remaining dependencies bringing us under 20 install time dependencies (including nested dependencies), this also reduces install size by another `2.75 MB`. A follow-up PR will investigate a custom install script for our swc packages to allow us to remove the `optionalDependencies` which is slowing down install time as well.

Fix invalid project dir casing breaking Next.js on Windows (#29205)
This fixes Next.js running into unexpected errors on Windows when invalid casing for a project directory is used. I was able to reproduce the issue on my local Windows machine and this resolved the issue there.

Avoid fs write next-env.d.ts on read-only filesystems (#28206)
Next.js currently writes the TS type declarations on startup, regardless of the existing content of the file. This is good for ensuring the file content stays consistent. However, if the file content is already correct, this will perform an unnessecary write.

When running Next in read-only filesystems (such as the Bazel sandbox) this can cause the build to fail even if the content of the type declaration file is already correct.

This fixes this by only writing the contents of the file if the current contents don't match.

## Test Plan

Added an integration test for the general behavior of writing `next-env.d.ts`.

[ESLint] Introduce a new setup process when next lint is run for the first time (#26584)
This PR introduces an improved developer experience when `next lint` is run for the first time.

### Current behavior

`eslint-config-next` is a required package that must be installed before proceeding with `next lint` or `next build`:

Although this has helped many developers start using the new ESLint config, this has also resulted in a few issues:

- Users are required to install the full config (`eslint-config-next`) even if they do not use it or use the Next.js plugin directly (`eslint-plugin-next`).
  - #26348

- There's some confusion  on why `eslint-config-next` needs to be installed or how it should be used instead of `eslint-plugin-next`.
  - #26574
  - #26475
  - #26438

### New behavior

Instead of enforcing `eslint-config-next` as a required package, this PR prompts the user by asking what config they would like to start. This happens when `next lint` is run for the first time **and** if no ESLint configuration is detected in the application.

- The CLI will take care of installing `eslint` or `eslint-config-next` if either is not already installed
- Users now have the option to choose between a strict configuration (`next/core-web-vitals`) or just the base configuration (`next`)
- For users that decide to create their own ESLint configuration, or already have an existing one, **installing `eslint-config-next` will not be a requirement for `next lint` or `next build` to run**. A warning message will just show if the Next.js ESLint plugin is not detected in an ESLint config.

Clarify error message in isSerializableProps (#22856)
I recently received the "Props must be returned as a plain object" error when I accidentally dropped an array directly inside `props`. This is a trivial error to fix once you know what you did, but I spent good 30 minutes looking in all the wrong places. I hope that this slight clarification in the error message would save someone from wasting their time if they make a similar mistake like myself.

Update redirect regexes to not match _next (#27143)
This updates redirects' regexes to not match `/_next` paths since this is currently unexpected and can easily cause a multi-match redirect to break loading client-side assets. This also fixes custom-routes not matching correctly when `trailingSlash: true/false` is used

Adds ESLint with default rule-set (#23702)
This PR re-includes ESLint with some notable changes, namely a guided setup similar to how TypeScript is instantiated in a Next.js application.

To add ESLint to a project, developers will have to create an `.eslintrc` file in the root of their project or add an empty `eslintConfig` object to their `package.json` file.

```js
touch .eslintrc
```

Then running `next build` will show instructions to install the required packages needed:

Once installed and `next build` is run again, `.eslintrc` will be automatically configured to include the default config:

In addition to this change:

- The feature is now under the experimental flag and requires opt-in. After testing and feedback, it will be switched to the top-level namespace and turned on by default.
- A new ESLint shareable configuration package is included that can be extended in any application with `{ extends: 'next' }`
  - This default config extends recommended rule sets from [`eslint-plugin-react`](https://www.npmjs.com/package/eslint-plugin-react), [`eslint-plugin-react-hooks`](https://www.npmjs.com/package/eslint-plugin-react-hooks), and [`eslint-plugin-next`](https://www.npmjs.com/package/@next/eslint-plugin-next)
- All rules in [`eslint-plugin-next`](https://www.npmjs.com/package/@next/eslint-plugin-next) have been modified to include actionable links that show more information to help resolve each issue

Omit un-necessary stack trace from invalid routes (#24240)
This removes the extra stack trace from throwing an error instead of logging and then exiting since the stack trace doesn't provide any additional information that is helpful for debugging in this case.

Use regex lexer for gathering named groups from has (#23626)
This is a follow-up to https://github.com/vercel/next.js/pull/23588 to update to use a regex lexer to gather the named regex groups instead of attempting to gather them through executing the regex since it can fail to gather the regex groups when they are using specific matching. This also ensures we don't pass the value as a segment when value is defined and it doesn't use a capture group. Additional tests are added to cover these cases and documentation updated to reflect this.
