Use react dom server node api to detect react root is enabled (#36749)

`preact/compat` doesn't have `/server.browser` exports, to make it work with latest of next.js: 

* use `react-dom/server` to detect if it could opt-in streaming rendering by checking react 18 `renderToPipeableStream` API in short time fix. In long term `preact/compat`should support `/server.browser` that same with react 17.
* Also filed a PR to `next-plugin-preact` to skip chunk-prepending to pages in edge compiler

Hoist the desired ReactDOM import expression (#36552)
* hoist `react-dom/server` imports to reduce module load time in nodejs
* simplify `reactRoot` detection condition by checking the streaming rendering API we're using. (if it doesn't existed, like react 17, then we won't enable `reactRoot`)
* Merge `__NEXT_CONCURRENT_FEATURES` into `__NEXT_REACT_ROOT` env var since they're identical now

feat(cli): introduce next info CLI command (#32972)
This PR adds a new command to the `next` CLI.

Running `next info` will print useful information to the terminal about how/where Next.js is run. This information can be added to the Bug report when opening an issue in the repository.

This makes reporting issues more accurate and doesn't require the user to guess certain details, the command will retrieve it on their behalf.

Example output:

$ npx --no-install next info

    Operating System:
      Platform: linux
      Version: #22-Ubuntu SMP Fri Nov 5 13:21:36 UTC 2021
    Binaries:
      Node: 16.13.0
      npm: 8.1.0

The idea is based on #32858

More React 17 clean up (#26775)
Remove unnecessary `React.Suspense` checks, as the minimum supported version is `react@>=17.0.1`. Also removes some files from the `react-18` integration test that are no longer necessary as of #26664.

Ensure process exits after build completes (#23207)
This ensures we exit the build process after the build completes even if timers/connections are left open since this can cause the process to hang indefinitely. This was the previous behavior although got changed un-intentionally in e27b7e996d

This updates our production test with an open timer to ensure it doesn't block the process from completing.

Telemetry-compatible tracing (#22713)
A number of changes here.  I recommend viewing the diff with the <a href="?w=1">whitespace flag enabled</a>.

- OpenTelemetry is replaced with a custom and lightweight tracing solution.
- Three trace targets are currently supported: console, Zipkin, and NextJS.
- Tracing is now governed by environment variables rather than `--require instrument.js`.
  + `TRACE_TARGET`: one of `CONSOLE`, `ZIPKIN`, or `TELEMETRY`; defaults to `TELEMETRY` if unset or invalid.
  + `TRACE_ID`: an 8-byte hex-encoded value used as the Zipkin trace ID; if not provided, this value will be randomly generated and passed down to subprocesses.

Other sundry:

- I'm missing something, probably a setup step, with the Zipkin target.  Traces are captured successfully, but you have to manually enter the Trace ID in order to view the trace - it doesn't show up in queries.
- I'm generally unhappy with [this commit](235cedcb3e).  It is... untidy to provide a telemetry object via `setGlobal`, but I don't have a ready alternative.  Is `distDir` strictly required when creating a new Telemetry object?  I didn't dig too deep here.

As noted, there are a lot of changes, so it'd be great if a reviewer could:

- [ ] pull down the branch and try to break it
- [ ] check the Zipkin traces and identify possible regressions in the functionality

Ensure next commands respect termination signals (#19433)
Fixes #16173

## What

Restores handling of termination signals, `SIGTERM` and `SIGINT`, to allow graceful termination of next commands. Seems to have been removed during a child process refactor #6450, was this intentional?

## Why 

Currently the command processes have to be forcefully killed. This would help those using Next.js with custom servers and tools like Docker and Kubernetes that rely on termination signals to shutdown instances.

The comment on the two different `--help` sections matched, though their logic if what was handled was slightly different.

This adjusts the comments to clarify that difference.

This is completely unrelated to function, but I noticed it while reviewing code and thought I'd PR the fix.

It also removes `process.crossOrigin` because it's not found in our documentation anywhere and is mostly used for internal purposes.

Pass through arguments of the next cli correctly (#6327)
Arguments that held the same name as one of the default commands were filtered out, causing issues.

For example `next build build` would get rid of the second `build` parameter.

Implement tslint for core files

**What is this?**
Implements tslint for both next and next-server, but keeps standardjs/eslint for the .js files that are still there, we're gradually migrating to Typescript.

**How does it work?**
Before every commit (pre-commit) we execute the following `tslint` command:
`tslint -c tslint.json 'packages/**/*.ts`

**TSLint Rules**
In order to avoid as much changes as possible I marked some rules as false. This way we can improve the linter but making sure this step will not break things. (see tslint.json)

**Note**
After merging this PR, you'll need to update your dependencies since it adds tslint to package.json
