Fix Router Error Events in Shallow Routing by Skipping cancelHandler Creation (#61771)
### Problem

We've identified a bug within Next.js's pages router when utilizing the
shallow routing API, specifically when invoking `router.push` with the
`{ shallow: true }` option, like so:
 
```javascript
router.push('/?counter=10', undefined, { shallow: true });
```

Shallow routing is designed to update the URL without running data
fetching methods such as getServerSideProps, getStaticProps, or
getInitialProps. However, a side effect of this process is that it skips
the clean-up of the cancelHandler. This leads to router error events
being fired erroneously, causing confusion and potential stability
issues, as the system behaves as if an error occurred when, in fact,
none did.
 
### Solution

This PR addresses the issue by modifying the shallow routing logic to
also skip the creation of the cancelHandler. Given that shallow routing
operations are synchronous and do not involve data fetching or other
asynchronous tasks that might need to be canceled, the cancelHandler is
unnecessary in this context.

refactor(tests): make chain more "correct" (#51728)
### Why?

I really dislike the way `.chain` works right now, it shouldn't mutate
the `BrowserInterface`, this PR changes it so it's just a pure chain
without weird side effects.

One example with the current version (before this PR):
```
const el = browser.elementByCss('#version-2')
await el.text()
// throws
await el.text()
```

### Additional Changes

- removes selenium (which is completely unused)
- updates playwright
- makes the playwright tracing not error all the time

Turbopack: convert between locations correctly (#61477)
- parsed stack traces (and error stack locations in js) have 1-based
lines and 1-based columns
- source map tokens have 0-based lines and 0-based columns
- babel code frames use 1-based lines and 0-based columns

This was not always respected. This preserves the 1-based lines and
columns in anything called a stack frame, 0-based lines and columns for
source map apis, and converts to babel’s format as needed.

Add hasRedbox fix (#60522)
## What?

As @leerob and I found in-person when opening #57230 the `hasRedBox()`
helper was incorrectly passing when it shouldn't pass in both the true
and false case.

This PR uses a different approach by waiting 7 seconds before checking,
this leaves enough room for HMR / reloads to apply, it doesn't
meaningfully slow down the test suite and increases reliability of the
check as you can see below in the tests that were previously passing
that are no longer passing.

I've moved these to skipped tests for landing this PR as I want to avoid
further issues being introduced while we fix them. @huozhi will
investigate these next week 👍

Move client-navigation test to test/development (#55888)
Moves the client-navigation test suite to be isolated as part of
test/development.
Tried to make the minimal amount of changes neccesary to ensure the
tests pass first before using the newer `NextInstance` methods.

Fix unexpected full hmr reload when editing _app (#54690)
### What
When you only have `pages/` folder and custom `_app.js`, editing the
`_app.js` file when unexpectedly lead to full page reload. This is
because the `pages/_app` chunk is included into `pages/_document` chunk
as they all pass through the `next-route-loader` which forms the router
module and other userland modules including `/_app` and `/_document`.
That leads to a change: whenever you modify `_app.js`, chunk hash of
`/_document` will always be updated as it's built as a new chunk.

Found this difference by looking at the document chunk with nextjs in
early 13.4.x releases.

### How

We'll check at the entries creation point to filter out `/_app` and
`/_document` so that we won't have them both bundled for `_document`
chunk. Then when we won't trigger the hmr path to reload the page since
_document chunk hash is updated.
