Fix locale domain public files check (#60749)

chore: upgrade jest (#56909)
### What?

Upgrade jest to its latest version

### Why?

#56899 fails because historically Jest stripped the globals in Node.js, but 28+ isn't doing that anymore. If we upgrade, we don't have to keep track of Node.js globals and when they are added. This will be useful in removing even more polyfills for things that are natively shipped in Node.js now.

Jest 29 introduced a change to the snapshot format: https://jestjs.io/blog/2022/08/25/jest-29

Separate routing code from render servers (#52492)
This breaks out routing handling from `next-server`, `next-dev-server`,
and `base-server` so that these are only handling the "render" work and
eventually these will be deleted completely in favor of the bundling
work being done.

The `router` process and separate `render` processes are still
maintained here although will be investigated further in follow-up to
see if we can reduce the need for these.

We are also changing the `require-cache` IPC to a single call instead of
call per entry to reduce overhead and also de-dupes handling for
starting the server between the standalone server and normal server.

To maintain support for existing turbopack route resolving this
implements the new route resolving in place of the existing
`route-resolver` until the new nextturbo API is fully landed.

After these initial changes we should continue to eliminate non-render
related code from `next-server`, `base-server`, and `next-dev-server`.

Validate i18n locale domain (#50220)
The `domain` value is meant to be a hostname and not include `http` or
port so this ensures we validate it doesn't contain `:` unexpectedly
causing invalid behavior.

Add new build and test workflow (#50436)
This adds new `build and test` and `build and deploy` workflows in favor
of the existing massive `build, test, and deploy` workflow. Since the
new workflows will use `pull_request_target` this waits to remove the
existing workflow until the new one is tested.

While testing this new workflow flakey behavior in tests have also been
addressed. Along with the new workflow we will also be leveraging new
runners which allow us to run tests against the production binary of
`next-swc` so this avoids slight differences in tests we've seen due to
running against the dev binary.

Furthermore we will have a new flow for allowing workflow runs on PRs
from external forks which will either require a comment be checking a
box approving the run after each change or a label added by the team.

The new flow also no longer relies on `actions/cache` or similar which
have proven to be pretty unreliable.

Fix standalone mode with appDir running in a single process (#49116)
Fixes #49055, fixes #48918. 

App dir will always require the server to run in the workers mode, so it
can keep a separate Node.js process for pages. This PR updates the
standalone server to initialize a "standalone server" (which works
similar to `start-server`), and changes the tracked files to include
Jest worker.

Locale fixes for App Directory (#47429)
Fixes issue with app directory that caused problems with `i18n` was
enabled. Previously, when you accessed a URL like `/blog/first-issue`,
you would expect it to hit the app route at `/app/blog/[slug]/page.tsx`,
but instead it internally attempted to access
`/app/{defaultLocale}/blog/[slug]/page.tsx` (where `{defaultLocale}` is
set in `next.config.js` via `i18n.defaultLocale`). This is because while
the path did not assume the locale, the domain/default was enough to
suggest it, causing the mismatch.

This adds a new internal parameter for tracking this _default_
assignment so it can be handled by the matcher correctly.

When passing absolute URLs to `<Link>` on a Next.js site using
Internationalized Routing, the site's domain will be prepended to the
URL, causing broken links. This PR checks if the provided URL is an
absolute URL, and if so, skips the logic that prepends the domain.

BREAKING CHANGE: Remove target: serverless (#41495)
The `target: serverless` config was deprecated a year ago starting in
[Next.js 12](https://nextjs.org/blog/next-12).

Tests were disabled in #41252 so we can now remove `target: serverless`
and all usage of `target` in `next.config.js`.

BREAKING CHANGE: Enable newNextLinkBehavior (#41459)
- Enable newNextLinkBehavior. See #36436 
- Run next/link codemod on test suite

Note that from when this lands on apps trying canary will need to run
the new-link codemod in order to upgrade.
Ideally we have to detect `<a>` while rendering the new link and warn
for it.

Refactor server routing (#37725)
This PR fixes an issue where we have a middleware that rewrites every single request to the same origin while having `i18n` configured. It would be something like: 

```typescript
import { NextResponse } from 'next/server'

export function middleware(req) {
  return NextResponse.rewrite(req.nextUrl)
}
```

In this case we are going to be adding always the `locale` at the beginning of the destination since it is a rewrite. This causes static assets to not match and the whole application to break. I believe this is a potential footgun so in this PR we are addressing the issue by removing the locale from pathname for those cases where we check against the filesystem (e.g. public folder).

To achieve this change, this PR introduces some preparation changes and then a refactor of the logic in the server router. After this refactor we are going to be relying on properties that can be defined in the `Route` to decide wether or not we should remove the `basePath`, `locale`, etc instead of checking which _type_ of route it is that we are matching.

Overall this simplifies quite a lot the server router. The way we are testing the mentioned issue is by adding a default rewrite in the rewrite tests middleware.

Duplicate locales will lead to an obscure error message at build time, here I caught them earlier.
Using a Set sounded the terser and fastest approach, but it won't tell which locale is duplicated.

Also I've noticed that the "Array.isArray" check happens twice on i18n.locales? Maybe it's on purpose?

Do not add locale to link for api route and middleware preflight (#35994)

This PR fixes `Link` component as well to not add locale for api routes since both preflight redirect and link should work the same.

Additionally, it fixes the webdriver method `browser.waitForCondition()` for playwright to not wrap with function string.

test: add inline flight response reuse test (#34364)
To collect the requests starting from page load, we need to register event listeners before page loading (`page.goto` API invocation). By default webdriver will wait for hydration, so we need to register events inside `browser.loadPage` to ensure we can collect the requests before hydration is done.

### Changes
* Add `beforePageLoad` for next webdriver
* registry page `'request'` event before loading page
* update related tests for agruments change

### Usage

```js
browser = await webdriver(appPort, '/path', {
   waitHydration, // default true
   retryWaitHydration, // default false

Fix basePath replacing server-side and normalizeLocalePath() when path is empty string (#30978)
This fixes our `basePath` detection/replacing server-side as we were incorrectly considering `/docss` a match for a `basePath` of `/docs` which caused us to have an unexpected value in the `normalizeLocalePath` function.

Ensure API routes are not available under the locale (#26629)
This ensures API routes are not available under the locale path since API routes don't need to be localized and we don't provide the locale to the API in any way currently so the user wouldn't be aware if the localized API route was visited instead of the non-localized.

Ensure locale key not duplicated when navigating back to root path with a query or hash value (#24323)
This ensures that a duplicate locale key is not prepended to the path when navigating back (using browsers back button) to the root path containing query parameters or a hash value.

Current behaviour:
* `/fr?value=1` -> `/fr/another` -> click browser back button -> `/fr/fr?value=1`
* `/fr?value=1` -> `/fr?value=2` -> click browser back button -> `/fr/fr?value=1`
* `/fr#section` -> `/fr/another` -> click browser back button -> `/fr/fr#section`
* `/fr#section` -> `/fr#another` -> click browser back button -> `/fr/fr#section`

Fix:
Remove query string or hash value from path before determining whether to add the locale to the path in `addLocale` function.

Ensure locale is not duplicated from differing casing (#24187)
This ensures we don't attempt adding a locale to a path when the locale is already present but in a different casing, this also ensures we successfully remove the locale if the casing differs in the path. Additional tests have been added in the `i18n-support` suites to ensure this is working correctly.

Ensure default fallback values are correct with i18n (#23675)
This ensures we don't parse the default params when auto-exporting dynamic routes with i18n since the page and path aren't equal when localized. This adds an additional test case to ensure we don't regress on this behavior in the `i18n-support` test suites.

Ensure prerender-manifest contains all i18n revalidate values (#21404)
This insures we add entries for each locale version of a non-dynamic SSG page since they can have unique revalidate values. This requires a version bump in the `prerender-manifest` since the static routes now contain additional values which need to be handled separately.

This ensures we render the locale domain on the `href` when using `next/link` previously the provided `href` was stilling being rendered which differed from the resulting `href` that was navigated to.

Ensure SSG data 404 handles correctly for non-notFound (#20622)
Follow-up to https://github.com/vercel/next.js/pull/20594 this ensures non-notFound SSG data 404s do cause a hard navigation as this signals a new deployment has occurred and a hard navigation will load the new deployment's version of the page.

Ensure domain locales are redirected client-side (#20562)
This ensures we detect domain specific locales and redirect them client-side. Tests have been added in the `i18n` suite to ensure the domain redirect is applied correctly during a client-side navigation
