This adds a new `experimental.middlewarePrefetch` config with two modes
with the default being the `flexible` config.
- `strict` only prefetches when the `href` explicitly matches an SSG
route (won't prefetch for middleware rewrite usage unless manual
`href`/`as` values are used)
- `flexible` always prefetches ensuring middleware rewrite usage is
handled and also prevents executing SSR routes during prefetch to avoid
unexpected invocations

Removes the `_` prefix from the RSC and Router headers as nginx strips
`_` prefixed headers by default.

The `target: serverless` config was deprecated a year ago starting in
[Next.js 12](https://nextjs.org/blog/next-12).
Tests were disabled in #41252 so we can now remove `target: serverless`
and all usage of `target` in `next.config.js`.

- Enable newNextLinkBehavior. See #36436
- Run next/link codemod on test suite
Note that from when this lands on apps trying canary will need to run
the new-link codemod in order to upgrade.
Ideally we have to detect `<a>` while rendering the new link and warn
for it.

This updates to skip the data request done during query hydration when
middleware is present as it was mainly to gather query params from any
potential rewrites in middleware although this is usually not needed for
static pages and the context can be gathered in different ways on the
client.

This fixes the prefetching handling when middleware is present as currently we are incorrectly triggering data requests for non-SSG pages to handle the case where a middleware rewrite is present and pointing to an SSG path. Since the majority use case won't be rewriting in middleware and this incurs a lot of potentially heavy requests to `getServerSideProps` paths this matches the prefetch handling when middleware isn't present and only prefetches the data route when we match an SSG path.

Fixes incorrect generated manifest and generated directory for `index/[...dynamic]` pages
Too much normalizing adding extra `index/` prefix to `index/[...dynamic]` routes which lead to the incorrected generated routes like `.next/server/pages/index/index/index/[...dynamic]`

This PR removes the modern mode experiment because:
- It does not yield meaningful bundle size wins when compared to other initiatives we've taken
- It's not compatible with webpack 5 (which we're upgrading to)
- It's currently broken and causes most apps to malfunction
- There's no champion currently owning the experiment
We can re-introduce this in the future when we'd like to make it a default for all Next.js apps.
Note: **Next.js still supports Differential Loading (`nomodule`) and does it by default.** This PR strictly removes the experimental modern _syntax_, and does not disable our existing modern/legacy polyfilling.

This makes sure we only pass the as value's `pathname` instead of the full value so that we don't accidentally include `query` values while resolving the rewrites. This also adds tests to ensure the rewrites are resolved with the correct query values when only providing `href` and when manually mapping them with `href` and `as`
Fixes: https://github.com/vercel/next.js/issues/16825
This adds additional checks against the routeKeys used to build the named regexes for dynamic routes to ensure they follow PCRE rules for named capture groups
x-ref: https://github.com/vercel/vercel/pull/4813
This updates the named regexes output in the `routes-manifest` and the associated `routeKeys` to not use any non-word characters as this breaks the named regexes e.g. `"Invalid regular expression: "^/(?<data\-provider\-id>[^/]+?)(?:/)?$"`
