### Experimental

Introduce `next/vitals` and `useExperimentalWebVitalsReport` API which is not limited by `_app`.

`pages/index.js`
```jsx
import { useExperimentalWebVitalsReport } from 'next/vitals'

export default function Index() {
   useExperimentalWebVitalsReport((metric) => {
    // handle metric...
  })
  return 'sup'
}
```
