With the addition of the query prefix we can hit the max length for PCRE
named matches so this reduces the prefix length and ensures we go
through the param name validation still

This ensures we prefix the dynamic route params in the query so that
they can be kept separate from actual query params from the initial
request.

This updates to have a separate routing process and separate rendering
processes for `pages` and `app` so that we can properly isolate the two
since they rely on different react versions.
Besides allowing the above mentioned isolation this also helps us
control recovering from process crashes easier as pieces are more
isolated from one another e.g. an infinite loop during rendering will no
longer block the compiler and can be stopped/restarted as needed.
In follow-up PRs we will continue to separate out the routing logic from
the rendering logic so that each process only loads what is relevant to
it helping simplify the flow for requests regardless of type.

This adds a new `experimental.middlewarePrefetch` config with two modes
with the default being the `flexible` config.
- `strict` only prefetches when the `href` explicitly matches an SSG
route (won't prefetch for middleware rewrite usage unless manual
`href`/`as` values are used)
- `flexible` always prefetches ensuring middleware rewrite usage is
handled and also prevents executing SSR routes during prefetch to avoid
unexpected invocations

The `target: serverless` config was deprecated a year ago starting in
[Next.js 12](https://nextjs.org/blog/next-12).
Tests were disabled in #41252 so we can now remove `target: serverless`
and all usage of `target` in `next.config.js`.

This updates to skip the data request done during query hydration when
middleware is present as it was mainly to gather query params from any
potential rewrites in middleware although this is usually not needed for
static pages and the context can be gathered in different ways on the
client.

This fixes the prefetching handling when middleware is present as currently we are incorrectly triggering data requests for non-SSG pages to handle the case where a middleware rewrite is present and pointing to an SSG path. Since the majority use case won't be rewriting in middleware and this incurs a lot of potentially heavy requests to `getServerSideProps` paths this matches the prefetch handling when middleware isn't present and only prefetches the data route when we match an SSG path.

This PR removes the modern mode experiment because:
- It does not yield meaningful bundle size wins when compared to other initiatives we've taken
- It's not compatible with webpack 5 (which we're upgrading to)
- It's currently broken and causes most apps to malfunction
- There's no champion currently owning the experiment
We can re-introduce this in the future when we'd like to make it a default for all Next.js apps.
Note: **Next.js still supports Differential Loading (`nomodule`) and does it by default.** This PR strictly removes the experimental modern _syntax_, and does not disable our existing modern/legacy polyfilling.

This makes sure we only pass the as value's `pathname` instead of the full value so that we don't accidentally include `query` values while resolving the rewrites.
