fix e2e deployment test action (#66721)

Changes:

- Add a setup step that clears the project so it doesn't happen in each
runner
- Run when a release is published rather than on cron
- Notify via Slack when a failure occurs
- Leverage build_reusable for the test runner to match the
build_and_test workflow
- Fixes to `next-deploy` script: not properly logging/catching errors
- Adds manifest to ignore known issues 
- Split into 6 runners with 2 concurrency (12 deploys at a time)
- Adds some logging so we know what's happening
- Disable Playwright trace mode (it kept failing to find a trace file
and cluttering the output. Don't think we need it here anyway)

remove related e2e workflow (#66758)
I'm working on fixing our deploy tests workflow. See:
- #66721

This particular workflow runs on each PR but it uses the canary version.
It also wipes the deploy test project which will cause conflicts with
the main e2e one.

Removing this for now since it's not working as intended, and will
reland it with fixes.

next-swc-napi: Enable "plugin" feature by default (#66006)
As noted in (https://github.com/vercel/nextpack/pull/103), by not having
this as a default feature, when running the `build-native` script it's
not able to re-use any cargo caches that might already exist from a
default build.

Because this feature impacts the swc crate, everything dependent on it
can be forced to rebuild.

By making this a default feature, the hope/theory is that the number of
different ways we potentially build our dependency graph reduces, and
cargo cache hits will improve.

## Changes

- Add `plugin` to the default set of features for `next-swc-napi`.
- Consolidate `build-native-no-plugin-woa` with
`build-native-no-plugin`. Given the lack of any other default features,
these are equivalent.
- `i686-pc-windows-msvc`: Switch to `build-native-no-plugin-release` in
CI instead of just supplying the `--release` flag. This has the benefit
of also enabling `tracing/release_max_level_info`, which might reduce
the size of or speed up these builds.
- `x86_64-apple-darwin`: Remove a redundant `--release` flag in the CI
config (no expected changes).

## Testing

I've tested this locally on Linux (`pnpm run build-native`) and
Windows-on-ARM (`pnpm run build-native-no-plugin`) by making sure things
still build. I'll also make sure CI passes.

We're constantly getting failures when attempting to update our font
data.

Update: I couldn't find anything why this was failing, so I'm guessing
there just wasn't any changes that were needed? It just worked with the
same code.

feat(next/image)!: remove squoosh in favor of sharp as optional dependency (#63321)
## History

Previously, we added support for `squoosh` because it was a wasm
implementation that "just worked" on all platforms when running `next
dev` for the first time. However, it was slow so we always recommended
manually installing `sharp` for production use cases running `next
build` and `next start`.

Now that [`sharp` supports
webassembly](https://sharp.pixelplumbing.com/install#webassembly), we no
longer need to maintain `squoosh`, so it can be removed. We also don't
need to make the user install sharp manually because it can be installed
under `optionalDependencies`. I left it optional in case there was some
platform that still needed to manually install the wasm variant with
`npm install --cpu=wasm32 sharp` such as codesandbox/stackblitz (I don't
believe sharp has any fallback built in yet).

Since we can guarantee `sharp`, we can also remove `get-orientation` dep
and upgrade `image-size` dep.

I also moved an [existing `sharp`
test](https://github.com/vercel/next.js/pull/56674) into its own fixture
since it was unrelated to image optimization.

## Breaking Change

This is a breaking change because newer versions of `sharp` no longer
support `yarn@1`.

## How?

Currently the system for isolation looks like this:

- Copy `packages` folder to an isolated directory
- Run `pnpm pack` for all folders in `packages`
- Collect the pack files, add them as `dependencies` in package.json of
the isolated application
- Run `pnpm install`

Because the `next-swc` (Turbopack + SWC, yes we still need to rename the
package) binary file is quite large in development (900MB+) it means we
have to copy, then zip (pnpm pack), then unzip (pnpm install) that
binary, which takes about 3+ seconds in each step.

The change in this PR is to skip the copy/zip/unzip completely by
providing the folder path for the binary directly to Next.js, as it's a
binary we don't need the special isolation for this, it's already
standalone so running it directly allows us to skip 14,6 seconds of work
that is required for each isolated test in development.

This will likely have little effect on CI times as we already do some
tricks like only running the packing at the start of the CI process.
Only thing that could be better and is probably worth doing is adopting
this change for the time it saves for unzipping, that's almost 4 seconds
per test still.

skip test_e2e_deploy_related when triggered from a fork (#64893)
The current check will still run on a fork (which isn't supported, due
to requiring access to secrets). This updates the check to be more
reliable.

improve turborepo caching (#64493)
### What?

There is a race condition in the `pull-build-cache` script. When the
remote cache entry was removed between the dry run and the real run, it
will run the command and caches whatever is in the native folder.

Seems like there are some very old leftover files there which lead to an
broken publish.

This changes the command to fail when there are no files and empties the
folder before running the script. This should lead to pull-build-cache
to failing instead.

Always throw error when build fails during test (#64116)
## What?

When creating the Next.js instance fails for whatever reason (most
commonly `next build` failing) it currently exits the process, this
causes Jest to not report these tests as failed.

The change in this PR ensures that anytime creating the instance fails
it throws an error that is caught by Jest and then causes Jest to report
the tests as failed.

The reporting of tests is relevant as our monitoring tools (i.e. DataDog
/ Turbopack test manifest) rely on correct reporting of all failing
tests.
