Move resolve-url-loader into Next.js (#32932)
* Move resolve-url-loader into Next.js

Fixes #32157

Moves resolve-url-loader into Next.js and strips out all features that are not used like `rework` support. Will reduce install size as well as allow for optimizing the approach in the near future.

* Update precompiled

* Use loader-utils 2

* Update trace test

* Revert "Update trace test"

This reverts commit 7c09a07871cc0ab72d5fcd4151a2d8efbc1aad8f.

* Add es5-ext as it's used in trace tests

Fix ReadableStream.pipeTo() being unimplemented in the web runtime (#32602)
Currently we are using a TransformStream to process the forwarded stream for the inlined data, but unfortunately the `pipeTo` method is not implemented in the web runtime. This PR changes it to a naive way of doing so.

Include message body in redirect responses (#31886)
# Description

The redirect responses do not contain a message body. This is in conflict with the RFCs (below) and causes Traefik (a reverse proxy) to invalidate the responses. In this pull request, I add a response body to the redirect responses. 

This PR is similar to https://github.com/vercel/next.js/pull/25257, it appears that there are some other locations where redirection is handled incorrectly in next.js.

Inline server data response with partial hydration (#32330)
This PR implements the basic inline embedded server response data (#30994) for RSC, as well as partial hydration (#31338) for RSC and React 18 SSR streaming.

For #30994, `renderTargetSuffix` is passed to the `bodyResult` resolver so the stream can inject corresponding hydration scripts and the closing body tag at the correct time. The expected behavior should be _prefix_, _body shell_, _suffix scripts_, _stream and inlined data_, _close body_.

For #31338, we have to force turn on `disableOptimizedLoading` when `concurrentFeatures` is enabled to opt-out of deferred script tags.

Stop using environment variables in pages/_document (#31946)
Since #31939 is going to move the `Document` components, we can't rely on `DefinePlugin` to provide environment variables. This PR passes them as render opts instead. We can't just force this to be bundled like e.g. `next/dynamic`, because we use it internally.

Refactor the middleware SSR loader (#31508)
Initial step for #31506, to move the adapter logic out of the loader output string so it will be easier to reuse code in the future. Also, more options are passed to the loader to align with the serverless loader.

Refactor server/render for SSR streaming (#31231)
Initial step to refactor the rendering logic by decoupling the handler and renderer:
1. Delegate Flight rendering to server/render
2. Reuse the piper glue code for both Fizz and Flight streams
3. Add buffering for ReadableStream

In 1), this PR also makes sure that gSSP/gSP are correctly executed before the Flight stream and `pageProps` and `router` are correctly delivered to the component.

Fix middleware i18n rewrites (#31174)
Fixes #30897

This PR fixes the linked issue where rewrites are not being applied for locale. It adds the corresponding test but also, as it was added in debugging process, it introduces a helper to read/write into the `request` object.

We are currently writing directly into the request by casting to `any` and then using flags like `_nextRewrote`. Instead, this PR puts all of this metadata under a symbol so it is not directly accessible. This also allows to have a single place where all of this metadata is listed so we can add comments describing the purpose of each flag.

In the same way, there is metadata written in the querystring. This is adding some types for it in order to throw some visibility on where is this metadata accessed. In an upcoming PR we can move all of it to the `request` object if possible to simplify the system.

Fix custom 404 page when concurrentFeatures is enabled (#31059)

This fix the custom 404 is not rendering properly and can’t be built in web runtime when `concurrentFeatures` is enabled. We force 404 page to be rendered outside of middleware ssr. Then it could be the real fallback 404 page in next-server when any routes is not macthed. 
Will check 500 related after #31057 is landed.

Improve error handling in the SSR middleware (#31057)
This PR improves error handling in the SSR middleware. Previously the response was sent out synchronously, and and errors were silently swallowed. There was no `.catch` for `renderToHTML`. This changes the middleware to be asynchronous, which waits until the initial Document to be rendered correctly and then starts the streaming. 

With this change we can also send correct status code when there're immediate errors before Fizz.

Add buffering for streaming until the shell is completed (#30585)
This PR adds buffering to `renderToReadableStream` with `onCompleteShell`, to ensure that we don't flush too early and `<head>` is completed when the client receives the first chunk of data.

This will ensure an image hashed consistently regardless of how its imported:

Simplify RenderResult (#28900)
We're no longer currently planning on supporting caching for dynamic responses, so we can do some cleaning & simplification:
* Multiplexing can be removed since we only ever subscribe once (via `RenderResult.pipe`, described below)
* `RenderResult.toUnchunkedString` can become synchronous since static responses are never chunked
* `RenderResult.forEach` can become `RenderResult.pipe` which helps encapsulate some of the details of `RenderResult`

Add RenderResult (#27319)
Adds `RenderResult`, replacing the `string` that `renderToHTML` used to return, with an `Observable`-like API that callers can use to subscribe and get a callback when chunks are available to flush, etc.

This is the last architectural change needed for streaming. There are, however, other things currently standing in the way of streaming. For example, it is common to mutate `res` in `getServerSideProps` to do routing work, or write headers, before fetching page data. This pattern effectively nullifies any advantages of streaming. I may do a follow-up PR that adds an experimental alternative for applications not using React 18, but the main purpose for this support is for Suspense and Server Components.

For that reason, there's no actual streaming here yet: instead we just flush a single chunk. A follow-up PR will add support for streaming suspense boundaries in React 18.

Refactor i18n checks on request handling (#27328)
Currently there is a lot of mutation in the Next.js Server and the checks for Locale are directly coded in the general request handler. Ideally, we should have a function where we just pass the request input (url + headers + config) and generate a bunch of metadata that analyzes it generating all metadata we might require for both the URL and i18n + basePath information.

This PR brings:
- A new parsing function `parseUrl` that joins parsing an absolute/relative URL into a data structure compatible with the Node parsing output but missing redundant properties.
- A wrapper `parseNextURL` that extends `parseUrl` analyzing `i18n` and `basePath` based on the provided configuration, url and headers. This function is pure and stateless so it can be used outside of the Next.js context.
- Types improvements and reuse.
- Refactors `next-server.ts` request handling using the above mentioned functions so that the code there just apply effects to the `req` object and the `parsedUrl.query` leaving the code much more straightforward.
- Refactors `getRouteRegex` decomposing in two different functions where `getParametrizedRoute` can be used to retrieve the serializable data that is used to generate the Regex.

Don't emit duplicate image files (#26843)

This change makes it so the image loader plugin only emits a file while processing an image import for the client. The final generated image URL was already the same in SSR and CSR anyway, so this change doesn't have any functional impact.

I also changed the name of the static page in the image component tests, since it was causing some conflicts with the static assets folder.

Add handling fo beforeFiles, afterFiles, and fallback rewrites (#23407)
This adds support for returning an object from `rewrites` in `next.config.js` with `beforeFiles`, `afterFiles`, and `fallback` to allow specifying rewrites at different stages of routing. The existing support for returning an array for rewrites is still supported and behaves the same way. The documentation has been updated to include information on these new stages that can be rewritten and removes the outdated note of rewrites not being able to override pages.

Telemetry-compatible tracing (#22713)
A number of changes here.  I recommend viewing the diff with the <a href="?w=1">whitespace flag enabled</a>.

- OpenTelemetry is replaced with a custom and lightweight tracing solution.
- Three trace targets are currently supported: console, Zipkin, and NextJS.
- Tracing is now governed by environment variables rather than `--require instrument.js`.
  + `TRACE_TARGET`: one of `CONSOLE`, `ZIPKIN`, or `TELEMETRY`; defaults to `TELEMETRY` if unset or invalid.
  + `TRACE_ID`: an 8-byte hex-encoded value used as the Zipkin trace ID; if not provided, this value will be randomly generated and passed down to subprocesses.

Other sundry:

- I'm missing something, probably a setup step, with the Zipkin target.  Traces are captured successfully, but you have to manually enter the Trace ID in order to view the trace - it doesn't show up in queries.
- I'm generally unhappy with [this commit](235cedcb3e).  It is... untidy to provide a telemetry object via `setGlobal`, but I don't have a ready alternative.  Is `distDir` strictly required when creating a new Telemetry object?  I didn't dig too deep here.

As noted, there are a lot of changes, so it'd be great if a reviewer could:

- [ ] pull down the branch and try to break it
- [ ] check the Zipkin traces and identify possible regressions in the functionality

This ensures i81n custom routes are resolving correctly, it also corrects redirects for default locales when `locale: false` is not used, and this also simplifies the resolving for custom routes with i18n in `next-server` adding types for the i18n config. This also adds additional tests to prevent regression and starts leveraging a shared `NextConfig` type to allow us to share types for config values.

Remove old modern mode experiment (#19275)
This PR removes the modern mode experiment because:

- It does not yield meaningful bundle size wins when compared to other initiatives we've taken
- It's not compatible with webpack 5 (which we're upgrading to)
- It's currently broken and causes most apps to malfunction
- There's no champion currently owning the experiment

We can re-introduce this in the future when we'd like to make it a default for all Next.js apps.

Note: **Next.js still supports Differential Loading (`nomodule`) and does it by default.** This PR strictly removes the experimental modern _syntax_, and does not disable our existing modern/legacy polyfilling.

Ensure params and locale are parsed correctly in fallback mode (#19063)
This fixes a few things related to optional catch-all routes and i18n. The first thing is it ensures the correct data route is generated on the client so that the locale isn't duplicated for an optional catch-all route, the next is it ensures the browser history is updated correctly when only a locale change is occurring, and then it also ensures we handle the locales and normalizing for fallback optional catch-all pages correctly.

Tests have been added to ensure these cases are covered properly and we don't regress on them, these changes were also tested on Vercel [here](https://next-js-bug-i18n-root-params-nybg44l0b.vercel.app/)

ncc 0.25.0 upgrade and fixes (#18873)
This upgrades to ncc@0.25.0 and fixes the previous bugs including:

* ncc not referenced correctly in build
* Babel type errors
* node-fetch, etag, chalk and raw-body dependencies not building with ncc - these have been "un-ncc'd" for now. As they are relatively small dependencies, this doesn't seem too much of an issue and we can follow up in the tracking ncc issue at https://github.com/vercel/ncc/issues/612.
* `yarn dev` issues

Took a lot of bisecting, but the overall diff isn't too bad here in the end.

ncc Babel inlining (#18768)
This adds inlining for Babel and the Babel plugins used in next.

This is based to the PR at https://github.com/vercel/next.js/pull/18823.

The approach is to make one large bundle and then separate out the individual packages from that in order to avoid duplications.

In the first attempt the Babel bundle size was 10MB... using "resolutions" in the Yarn workspace to reduce the duplicated packages this was brought down to a 2.8MB bundle for Babel and all the used plugins which is exactly the expected file size here.

This will thus add a 2.8MB download size to the next package, but save downloading any babel dependencies separately, removing a large number of package dependencies from the overall install.

Ensure correct locale is used for non-prefixed path (#18708)
When visiting a non-locale prefixed path (`/hello` instead of `/fr/hello`) we don't trigger locale redirects currently so if another locale is matched we need to ensure this is reset to the `defaultLocale` for rendering to prevent a mis-match on the client and the server.

This also fixes hydration errors from occurring with `asPath` for `getServerSideProps` pages due to `normalizeLocalePath` expecting only a pathname and `asPath` containing `hash` and `query values also.

Update fallback 404 handling to prevent reload loop (#18119)
This updates the fallback 404 handling to render the correct 404 page on the client when a 404 is returned from fetching the data route on a fallback page on the client. This prevents us from having to rely on a cache to be updated by the time we reload the page to prevent non-stop reloading. 

This also adds handling in serverless mode to ensure the correct 404 page is rendered when leveraging fallback: 'blocking' mode. 

Additional tests for the fallback: 'blocking' 404 handling will be added in a follow-up where returning notFound from `getServerSideProps` is also added.

This makes sure that we detect the correct default locale for domain specific locales since a domain can have a different default locale residing at the root and we need to check this on the client for prerendered/auto-static pages. This also makes sure we disable the built-in redirect handling when on Vercel since it's handled already. 

Tests for this are tricky since we need to load the browser with a custom domain which requires editing the host file. Existing tests should ensure this doesn't break non-domain specific locale behavior though. This was also tested manually while testing https://github.com/vercel/vercel/pull/5298

Update to have default locale matched on root (#17669)
Follow-up PR to https://github.com/vercel/next.js/pull/17370 when the path is not prefixed with a locale and the default locale is the detected locale it doesn't redirect to locale prefixed variant. If the default locale path is visited and the default locale is visited this also redirects to the root removing the un-necessary locale in the URL. 

This also exposes the `defaultLocale` on the router since the RFC mentions `Setting a defaultLocale is required in every i18n library so it'd be useful for Next.js to provide it to the application.` although doesn't explicitly spec where we want to expose it. If we want to expose it differently this can be updated.

Add initial changes for i18n support (#17370)
This adds the initial changes outlined in the [i18n routing RFC](https://github.com/vercel/next.js/discussions/17078). This currently treats the locale prefix on routes similar to how the basePath is treated in that the config doesn't require any changes to your pages directory and is automatically stripped/added based on the detected locale that should be used. 

Currently redirecting occurs on the `/` route if a locale is detected regardless of if an optional catch-all route would match the `/` route or not we may want to investigate whether we want to disable this redirection automatically if an `/index.js` file isn't present at root of the pages directory. 

TODO: 

- [x] ensure locale detection/populating works in serverless mode correctly
- [x] add tests for locale handling in different modes, fallback/getStaticProps/getServerSideProps

Fix basepath browser back/forward issue (#14861)
Discovered while working on https://github.com/vercel/next.js/pull/14848

when asPath is the same but href is different it should use `replaceState` instead of `pushState`, so that browser back/forward behavior is preserved. Currently it's comparing a path that includes basepath with one that excludes  it, so `pushState` is always used. This makes sure the behavior is the same as when running next.js without a basepath

Propagate Serverless Errors to Platform (#12841)
In serverless mode, it's best practice to propagate an unhandled error so that the function is disposed instead of recycled. This helps fix the "bad state" problem.

Added no-shadow rule to eslint (#13645)
Was going through _document and noticed some variable shadowing going on. Added a rule for it to our eslint configuration and went through all warnings with @Timer.
