Turbopack issue report tests (#61845)
## What?

Currently going through all issues on the Turbo repository to check if
they've been fixed already, this PR adds tests for the reports.

SVG components example with SWC

This example uses svg components without disabling SWC using @svgr/webpack to import .svg files and rendering them as React components. @svgr/webpack.

How to use

Execute create-next-app with npm, Yarn, or pnpm to bootstrap the example:

npx create-next-app --example svg-components svg-components-app
yarn create next-app --example svg-components svg-components-app
pnpm create next-app --example svg-components svg-components-app
