Currently all helper functions are exported from huge utils files. This moves the helper functions to their own files, this approach aligns better with the rest of the codebase. The unit tests are split up and colocated with the function it tests. Also added some missing tests. Plus some overall cleanup, added comments and fixed types. ## Bug - [ ] Related issues linked using `fixes #number` - [ ] Integration tests added - [ ] Errors have a helpful link attached, see [`contributing.md`](https://github.com/vercel/next.js/blob/canary/contributing.md) ## Feature - [ ] Implements an existing feature request or RFC.
