### What? closes WEB-1274. In effort to create feature parity to existing webpack/telemetry-plugin, this PR attempts to define a new struct `ModuleFeatureTelemetry` and emit it via resolve plugin, if module & its subpath matches to the existing plugin. next-dev (--experimental-turbo) now will emit telemetry payload with other output, however this PR does not actually `record` telemetry via `telemetry.record` since original webpack telemetry records it in prod build only. |
