feat(image): DataURL placeholder support for <Image /> (#53442) 
Adds support for base64-encoded `placeholder`. Enables using placeholders without the "blur" effect.

Fixes #47639
- [x] Add support for DataURL placeholder
- [x] Add tests
- [x] Update docs
